France Rail Pass-purchase at home or in France?

Hi,

I was wondering if it is possible to book France rail pass when I arrive in Paris rather than booking it ahead of time from home? Would it be cheaper? We arrive in Paris on July 7th in the morning, and plan to take the a train to Tours the next morning. Do rail passes sell out?

I believe it has to be purchased before you arrive in France. No, they don%26#39;t sell out.
